THE ACLU OF TEXAS has declared Victory because a majority of school districts in Texas voted against state-sponsored prayer periods in public classrooms. The Prairie Home Journalist takes the same "Sphere Sovereignty" position as some Reformed Christian churches, but would argue that the state already has established religion by banning religion from the class room.  But that obvious reality aside, the ACLU believes people should send them money for little more reason than the ACLU considers it a "Victory" that most schools voted to not establish prayer-periods.
